Otis Petteway III developed Victory In The Community CDC with the vision and drive to improve upon our Non-Profit Organization, and focused on developing the organization with experience and integrity.



Vice President- Board Member

Sheika Petteway, the Renaissance Woman of her time is known as a charismatic leader, influencer, ambassador of Christ, visionary, and entrepreneur. Sheika has served in different capacities in the corporate, community, and faith-based industry.
Sheika has spoken and served in several capacities in the corporate, church, and community. In addition to Sheika speaking at many leadership seminars, women, youth, and education conferences, and business workshops, she continues to mentor women and entrepreneurs. Sheika studied Christian Ministries and Biblical Studies at New Orleans Baptist Theological Seminary and obtained an Associate of Arts in Humanities. 
She is the proud Owner & CEO of Elite Educational Enterprises, LLC. Elite is a professional development training and consulting company for educators. Founder of Elite 2.0 a leadership training company for modern-day leaders and the First Lady of Victory Community Church serving alongside her husband Pastor Otis Petteway, III. Of all her many accomplishments, Sheika takes pride in her role and mother to Kingston Stokes, Taylor Petteway and Omari Petteway.



Treasurer- Board Member

Porscha Crear is a loving and devoted wife, a dedicated mother and mentor. She serves on multiple volunteer outreach boards as well as heads her own charity organization. She has a special interest of women empowerment and togetherness as well as focuses on moral standards of young women. She’s excited about promoting positive thinking and a forum of excellence into the lives of the up and coming female generation.

Porscha served as an Operations Manager and General Manager in the hospitality industry for over ten years. It is here that she learned key skills in management and public relations.  She prides herself on unique staff development and profit producing techniques. Skills that she has now transitioned to her promising real estate career.

In addition, she walks along side her husband ( Rev. Christopher Crear), as she efficiently helps to manage the church’s business, and is always willing to assist in any capacity. Her role as a first lady is like none other. She is a down to earth, sociable and well balanced woman of God. She does not simply sit to be waited on; she will help out where ever help is needed. As she walks in the wisdom and favor of God, her ability to multitask in several capacities is a great asset to the ministry and her home life.

Family structure is of great importance to her, therefore spending time with her husband, three children and five bonus children is a significant part of her life. She looks forward to growing her personal relationship with the community and being of greater service in any magnitude. 



Secretary- Board Member

Camisha Lemons, née Dixon, is a native Houstonian and the founding and managing attorney of The Law Office of Camisha Lemons. Determined to be a change agent, she understands that she has a responsibility to serve each client keeping their best interests in mind, while ensuring that their legal needs are met through clear and informed decisions concerning their legal rights and goals. Her firm focuses on advocating for her clients in the areas of Business, Estate Planning and Probate.

Camisha is a graduate of Texas Woman’s University-Denton, where she received her Bachelor of Arts in Dance and Dance Education, with a minor in Government.  After taking a sabbatical to work with various Houston City Council candidates as a Campaign Strategist, she pursued and received her Juris Doctorate from Thurgood Marshall School of Law, Texas Southern University. While Camisha has accomplished many achievements, she is not defined by professional tiles.  She is devoted to volunteerism.  Through her first love, dance, she provides education and access to children, as she helps bring exposure and access to the art.  She also serves in a leadership capacity in various ministries of her community church.  Camisha also finds time to volunteer with Virtuous Star, Inc. a non-profit organization for girls.  She diversifies her time between providing the best service to her clients; efficiently running her law practice; and giving back to her community. 

 In her free time, Camisha enjoys spending time with her family, reading, dancing and being a health and wellness advocate.



Executive Director

Jade Thomas is a mother, entrepreneur and the Executive Director of Victory In the Community CDC. She earned both her Bachelors and Masters degree in Business Management from University of Phoenix. Through her experience working in corporate America, in the insurance and benefits administration industry, she has learned first hand how working together positively encourages and motivates team members. As a result, she has vowed to find innovative ways to support and foster leadership in the next generation. She is passionate about service and truly believes that as a community, we are responsible for ensuring the success of the next generation. Realizing the importance of community outreach, Jade is excited to work toward the success of the Angleton community. As a single mother herself, Jade understands the importance of “it takes a village to raise a child” and invests in her son, Calvin, to ensure that he is a “Strong, Smart, Kind Black King” everyday.
